When I run the configure command, it asks me "which program I want to use to open that file" (not really sure why it created a new file. configure -enable-cuda -enable-cuvid -enable-nvenc -enable-nonfree -enable-libnpp -extra-cflags="-IC:\\Program Files\\NVIDIA GPU Computing Toolkit\\CUDA\v10.1\include" -extra-ldflags="-LC:\\Program Files\\NVIDIA GPU Computing Toolkit\\CUDA\\v10.1\\lib\\圆4" I'm not sure if I'm configuring it wrong either. I followed the instructions here, and I think I have everything installed, but when I try the command make-j 10, I get the error make: *** No rule to make target '/tests/Makefile' I can't actually try this until I'm on a linux system, but this is supposed to work.I will re-edit once I test it. EDIT: So, apparently you have to "cross-compile" for both windows and linux on a linux computer, using this script.
